The ERRU register has been active since 1 April 2021. When transport companies commit violations and accept the resulting fines, this is recorded in the ERRU register. Companies risk losing their NIWO licence.

What Is the ERRU Register?
ERRU stands for European Register of Road Transport Undertakings. Violations by European transport companies are tracked using a penalty point system. Fines issued during roadside checks are attributed to the employer if the violation falls under European regulation. In the Netherlands, the IL&T is responsible. The aim is to ensure road safety and a level playing field in the European market.
Why Was the ERRU Register Created?
By sharing violations, member states can identify reliable and unreliable transport operators. The ultimate goal is to revoke licences of persistent offenders, in the interest of safety and fair competition.
How Does the Penalty Point System Work?
There are 3 categories:
- Most Serious Infringement (MSI) – 9 points
- Very Serious Infringement (VSI) – 3 points
- Serious Infringement (SI) – 1 point
Only violations defined in European regulation count. Examples: exceeding driving and rest times, incorrect tachograph use, driving without a driver card, exceeding maximum weight. Points are valid for 24 months and are only recorded once fines are accepted and can no longer be contested.
Threshold Value
A threshold is set based on the number of certified licence copies held.
Example: Jan Janssen has 6 vehicles (max. 27 points in 2 years). A driver works 68 hours in one week (VSI = 3 points). Jan Janssen can now accumulate 24 more points. If the threshold is exceeded, the IL&T will conduct a company inspection.
Loss of the NIWO EU Licence
If the IL&T considers a company’s reliability insufficient, they advise the NIWO to revoke the licence. Operators may lose their licence for up to 2 years. Transport managers may be declared unfit for 2 years.
